HARARE — What if one of Zimbabwe’s biggest untapped economic assets is already beneath our feet?

Government says the Presidential Title Deeds Programme could unlock as much as US$20 billion in agricultural land value, potentially transforming secure land rights into bankable economic assets capable of attracting finance and investment.

The programme was a major focus of the recent high-level Land Tenure Implementation Committee stakeholder meeting in Harare, where Government, farmers, financial institutions, investors and land professionals examined how secure tenure could drive agricultural productivity and wider economic development.

The emerging proposition goes beyond simply giving farmers documents. It seeks to create an economic chain in which secure tenure makes land bankable, bankable land attracts investment, investment increases productivity, and productivity generates prosperity.

Agriculture Minister Dr Anxious Masuka also placed the reforms within Government’s drive to make agriculture a business, with A1 and A2 farmers increasingly operating as viable commercial enterprises.

Finance Minister Professor Mthuli Ncube said the Title Deeds Programme forms part of Zimbabwe’s pathway towards Vision 2030 and an upper-middle-income economy.
